Funding Eligibility
Non-profits and government agencies located in Humboldt County are eligible to apply. All projects must benefit the residents of Humboldt County.
Private businesses cannot receive grants directly but can partner with a non-profit or government agency. The Headwaters Fund staff can provide advice to potential applicants on project development options with an appropriate partner. If you are a representative of a private business and have a project idea that benefits a group of businesses in a base industry, contact the Headwaters Fund staff for more information.
Application Process
Applications must be submitted both by hard copy and by email. Email, mail or drop-off applications to the Headwaters Fund Coordinator, 520 E Street, Eureka, CA 95501.
Applications will be submitted to the Headwaters Fund Board (HFB) to review. The HFB will review the applications and determine recommended award amounts. Successful proposals may receive funding recommendations below requested levels. Before final decisions are made, HFB may ask for an oral presentation of the project or ask staff to follow up with specific project questions. HFB recommends a slate of projects to the Humboldt County Board of Supervisors. The Board of Supervisors makes the final determination on all grant fund awards. All applicants will be notified of the result of their application in writing. In a typical grant round, it can take up to 4 months from grant submission to award determination.
For further information, updates, and clarification, please contact Dawn Elsbree, Headwaters Fund Coordinator at delsbree@co.humboldt.ca.us or call 476-4805.
